Summary

Update the existing qwen38-vl Manager entry to the current TankNodes name and Tank author credit.
Point installation and reference URLs at the renamed canonical repository.
Refresh the description for the current local multimodal and API feature set.
Preserve the existing qwen38-vl ID for compatibility.

The old repository URL still redirects, but this change makes the Manager metadata match the current project directly.
