From what I can see this is simply that an entry in the custom nodes database is missing a files entry
"files": ["GitHub URL or other source location"],

ComfyUI-Manager downloads the list of custom nodes from here: https://raw.githubusercontent.com/ltdrdata/ComfyUI-Manager/main/custom-node-list.json

The entry in that file for "Img Label Tools" is missing its files entry

Make sure the folder Manager exist in this path ... \ComfyUI\user\default\manager
