fix: remove incorrect tooltip on remaining credit balance (#7383)

## Summary
Removed incorrect tooltip displayed on the remaining credit balance in
the subscription panel.

## Changes
- **What**: Removed unused `refreshTooltip` destructure and i18n
translation key
- **Breaking**: None
