Chore: Upgrade Vitest to v4 (#7797)

## Summary

## Changes

- **What**: Update Vitest and some associated dependencies
- **What**: Fix issue with our existing mocks and mock types

## Review Focus

Double check the test updates. I tried to keep the changes minimal.
