docs: Add TROUBLESHOOTING.md guide for common development issues (#7738)
## Summary Adds a comprehensive `TROUBLESHOOTING.md` guide to help developers resolve common development issues. ## Motivation a developer reported issues where `pnpm dev` would get stuck on 'nx serve'.
