(`allErrorExecutionIds`, `hasInternalErrorForNode`); split `errorGroups`
into `allErrorGroups` (unfiltered) and `tabErrorGroups`
(selection-filtered); move `ErrorOverlay` business logic into
`useErrorGroups`
