## Summary
- Removed development-only restriction for Assets sidebar tab
- Assets sidebar is now available in all environments (production and
development)

## Changes
- Removed `import.meta.env.DEV` condition check in
`registerCoreSidebarTabs()`
- Removed outdated comment about development-only display
