Backport of #11669 to core/1.43.

Cherry-picked merge commit 0bc951fd12.

Conflict in `src/platform/workflow/core/services/workflowService.ts`
resolved by accepting the PR's refactored structure (flattened if/else,
`return await saveWorkflowAs`).
