Second pass: deleted comments that justified code or referenced ADRs.
Kept only tag-bearing JSDoc (@deprecated, @todo, @param, @returns,
@see, @example) and the handful of comments documenting literal traps
the code can't self-document.

41 files: -527 / +2 lines.
