Backport of #11520 to `core/1.42`.

Cherry-picked merge commit bd96bdf4cc.

**Conflict resolved**:
`browser_tests/tests/dialogs/managerDialog.spec.ts` was deleted in
`core/1.42` but modified in the original PR — kept PR version since the
file was changed in the original PR.
