Backport of #12666 to `cloud/1.45`.

Part of an ordered, **stacked** backport series for cloud/1.45, merged
**bottom-up**.

**Stacked on:** #13185 (backport of #12643). Base branch =
`backport-12643-to-cloud-1.45`.

Cherry-picked squash commit `49a7b7b558a842992873faa3bd60af005c2d34c0`.
Conflicts resolved: 4 incidental Tailwind class-sort edits to
`apps/website/*` components that cloud/1.45 has deleted were dropped
(`git rm`); `useSubscriptionDialog.ts` rewritten to the PR's
unified-pricing-table logic. The pre-existing-on-main member read-only
dialog block (`SubscriptionInactiveMemberDialog` /
`permissions.canManageSubscription`) is NOT part of this PR's delta and
does not exist on cloud/1.45, so it was intentionally not introduced.
Original authorship preserved.
