📄 Description

Refresh actions/checkout to the current v7 major, preserving commit-SHA pins where used. This moves older action internals onto the supported Node 24 runtime and removes their Node 20 deprecation warnings. The Node version selected for project commands is unchanged.

Preserve explicit dependency-cache settings and disable the newly introduced automatic npm cache where earlier setup-node versions left caching off. Workflow triggers, permissions, checkout refs, and commands are unchanged.

Validation: every changed YAML file parses, workflow structure is preserved, and actionlint passes on the changed workflows. Full application and hosted-runner execution remain for CI.
