Reproduction Steps:

Follow development section in README to setup assets/ folder.
Run yarn start to launch app.
Observe that python environment is being installed.
Close app
Run yarn start to launch app again
Observe that python environment is being installed again.

Expected behavior:

After first run, python environment is reused.
