Follow up of https://github.com/Comfy-Org/electron/pull/125.

https://github.com/Comfy-Org/electron/pull/125 added open electron level devtools, which does not provide much more information than the devtool logs.

This PR adds the action to open the devtool on ComfyUI webview.
