Summary

The check-links job fails on every PR, including ones that touch no documentation files, with:

The version '3.9' with architecture 'x64' was not found for Ubuntu 26.04.

actions/setup-python@v4 with python-version: '3.9' cannot resolve that version on the current runner image. publish.yml already sets up 3.11, so this PR matches it: setup-python@v5 with python-version: '3.11'.

The link check itself is unaffected; check_md_links.py is stdlib-only and passes locally on 3.11 and newer.

Verification

Ran python3 .github/scripts/check_md_links.py --changed-only --base origin/main locally on 3.11+: All local resource links are valid.
