What

Extends the reusable `cursor-review-auto-label.yml` so it can apply the review label not only when an opted-in reviewer is assigned, but also when an opted-in person opens a non-draft PR or marks a draft ready for review — matching the PR author for the open/ready events. Draft PRs defer until `ready_for_review`.

Backward compatibility

A caller that lists only `on: pull_request: [assigned]` behaves exactly as before — the new `opened`/`ready_for_review` handling only runs if the caller opts into those triggers. So existing consumers are unaffected until they choose to add the triggers.
