Summary

preserve the existing risk-dispute label behavior
add risk-dispute:low through risk-dispute:xhigh to override the visible risk label

Example: computed R2 with risk-dispute:medium displays risk:medium; removing the dispute restores risk:high.

Consumer callers must add labeled and unlabeled pull-request events, filtered to risk-dispute:*.

Not included: comment commands, legacy tier aliases, audit comments, automatic expiry, or label provisioning.
