Summary

Replace per-package workflow scripts with a unified spec-driven pipeline.

Composite actions (build-wheel, setup-build-env, setup-cuda) from upstream PozzettiAndrea/cuda-wheels
Generic build.yml driven by YAML package specs — one workflow for all packages
Five package specs: cc_torch, flash_attn, sageattention, sageattn3, torch_generic_nms (with build patches for flash_attn, sageattention, sageattn3)
PEP 503 index generation (update-index.yml, generate_index.py)
Matrix generation, wheel version patching, torch matrix fetching
Validation workflow and spec linting (validate.yml, validate_package_specs.py)
Wheel audit workflows (inspect-all-wheels.yml, get-sources.yml)
Governance: LICENSE, CODEOWNERS, CONTRIBUTING, SECURITY, dependabot
Pinned all third-party GitHub Actions to commit SHAs
Script unit tests for generate_matrix, generate_index, patch_wheel_version, fetch_torch_matrix
Packages pinned to specific commit SHAs
Removed old per-package workflows (triton, sageattn, spargeattn)

Verification

Validation workflow passes on fork
cc_torch and torch_generic_nms wheels built and published on fork
flash_attn builds verified (~1-3 hours per platform)
Script unit tests pass
