Bing Zhou 1c38e56bfb Refactor: rename to NORA, skills-only architecture, standardize file paths ...

- Rename project from GeoResearchAgent-247 to NORA (Night Owl Research Agent)
- Rewrite spatial-analysis skill from procedural steps to guideline-based decision framework
- Remove unused Python infrastructure (agents/, geo_benchmark/, pyproject.toml, requirements.txt)
- Standardize all output file paths: UPPERCASE names, output/ for results, memory/ for state, data/ for datasets
- Ensure cross-skill file name consistency (19 skills + agents + templates updated)
- Move outputs/ → output/, refine-logs/ → output/refine-logs/
- Update CLAUDE.md dashboard and README.md for skills-only architecture
