[CK] Switch compiler branch from staging to develop and
 upgrade sccache. (#5036)

## Motivation

Upgrade to official sccache version 0.14, since it now supports hip.
Also, switching daily builds from amd-staging to develop compiler
branch, since it should be more stable.
