* updating codegen build for MIOpen access: adding .cmake for codegen component

* updating CMake

* adding in header guards for some headers due to issues with hiprtc compilation in MIOpen

* updated types file for hiprtc purposes

* fixed types file: bit-wise/memcpy issue
