1. Add GetEstimateVgprCount to estimate the VGPR usage in GridwiseGemm_wmma_cshuffle_v3 2. Add IsValidCompilationParameter to disable kernel which use too many vgprs. - Currently, the threashold is AvailableVgprCount * 1.25 3.
