Moved Fortran name-mangling macro to bl2_config.h.

Details:
- Moved the Fortran-77 name-mangling macros from bl2_blas_macro_defs.h to the
  configuration directory (bl2_config.h, specifically) given that it can be
  expected to be tweaked by some developers.
