Unifying BLIS Windows and Linux codebase

1. Removed dependency on bli_config.h inclusion in blis.h
 2. Provided AOCL DYNAMIC / TRSM PRE INVERSION / COMPLEX RETURN configuration flags.
 3. CMAKE changes to incorporate new changes as per 3.1 code base.
 4. Removed zen2 folder from Windows directory.
