2c838dadfb Updated return type of xerbla and xerbla_array APIs to void
Return type of xerbla and xerbla_array APIs are defined as int in BLIS, but according to netlib it should be void. Updated the defination and declaration accordingly.

b3628cdfd3 AOCL Windows: 3.1 BLIS changes
1. CMake script changes for build with Clang compiler.
 2. CMake script changes for build test and testsuite based on the lib type ST/MT
 3. CMake script changes for testcpp and blastest
 4. Added python scripts to support library build and testsuite build.

10ac4e2aba Blis: DOTC Additional argument for Complex types when using FLANG
Merged the changes done in UT Austin BLIS repo for DOTC Additional
argument.
Other modifications related to test application included.

Verifed the above code changes through scalapack test applications 'xztrd' , 'xctrd'

af1f9ab98d BLIS: 'zdotc_' API modified to support Fortran invocation in flang environment.
1) Added dcomplex based zdotc_ version as a function with additional parameter.
2) The datatypes (single , double, Complex)  functions retained as the macros.
3) This modification handles the ZDOTC_ invocation from Fortran based application
   for 'double complex' datatypes.
4) The modifications are placed under macro 'AOCL_F2C'.
5) Blis, Blas Test suites verified ALL PASS with GCC and Flang
   + with and without 'AOCL_F2C' macro on Ubuntu machine.
6) Adding BLIS_EXPORT_BLAS to make the APIs visible when linking dll.

664ec4813d Integrated f2c'ed netlib BLAS test suite.
Details:
- Created a new test suite that exercises only the BLAS compatibility
  found in BLIS. The test suite is a straightforward port of code
  obtained from netlib LAPACK, run through f2c and linked to a stripped-
  down version of libf2c that is compiled along with the test drivers
  (to prevent any obvious ABI issues). The new BLAS test suite can be
  run from within its new local directory, 'blastest' (through its local
  'make ; make run' targets) or from the top-level Makefile (via the
  'make testblas' target). Output files are created in whatever directory
  the test drivers are run, whether it be the 'blastest' directory, the
  top-level source distribution directory, or the out-of-tree directory
  in which 'configure' was run. Also, the results of the BLAS test suite
  can be checked via 'make checkblas', which summarizes the presence or
  absence of test failures in a single line printed to stdout.
- Updated the 'test' target to run both 'testblis' and 'testblas'.
- Added a new 'testblis-fast' target that runs the BLIS testsuite with
  smaller problem sizes, allowing it to finish more quickly.
- Added a 'make check' target, which runs 'checkblis-fast' and
  'checkblas'.
- Changed .travis.yml so that Travis CI runs 'testblis-fast' instead of
  'testblis' before (calling the check-blistest.sh script to check the
  result manually).
- Renamed some targets in the top-level Makefile to be consistent between
  BLAS and BLIS.
