Smyth, Edward 9f9bfbed7f GTestSuite: Banded APIs (gbmv, hbmv, sbmv, tbmv, tbsv)
Create gtestsuite programs for banded matrix APIs. Priority is to
create framework with a basic set of tests - refinement of problem
sizes can be investigated later.
