Shubham Sharma ea010c5dc2 Improve perf of bli_obj_equals for 1x1 matrices
- Comparision using bli_eqsc is slower than direct comparison.
- Changed comparision logic for 1x1 matrix
   from bli_sqsc to direct comparision.
