Details:
- Commented out several datatype-aware query functions (those ending in
  _dt) from bli_cntx.c, as well as their prototypes in bli_cntx.h, and
  added equivalent cpp query macros to bli_cntx.h.
- Added 'bli_config.h' to .gitignore.
