Describe the bug
Split tunneling by application does not work on version 4.8.15.4. Browsers excluded from VPN tunnel have no internet access at all (even by direct IP, not just DNS issue).

To Reproduce
Steps to reproduce the behavior:

1. Enable split tunneling by application
2. Add any browser to exclusions (bypass VPN)
3. Try to open any website in that browser
4. No connection

Expected behavior
Excluded apps should access internet directly, bypassing VPN tunnel.

Actual behavior
Excluded apps have no internet access at all.

Desktop

• OS: Windows 10
• Broken version: 4.8.15.4
• Working version: 4.8.7.2
• Amnesia Premium

Additional context
Possibly related to #2655 (AmneziaDNS forced on Windows)

Latest iOS app - same behaviour. Split tunneling doesn’t work. Self hosted.
