Describe the bug
As title says. Steam simply refuses to connect to the internet when Amnezia VPN with any protocol is launched and per-app split tunneling is enabled. Request fails with 101 error code. I've tried to include all steam-related executables in it or exclude any, and it still won't work.

Error code: -101
Unable to connect to the server. The server may be down or you may not be connected to the internet.

Desktop (please complete the following information):

OS: Windows 11
Version 23H2

Server (please complete the following information):

OS: Debian 10
