Describe the bug
When I choose any file with hostnames, even if it was just produced by the same app on the same phone, nothing happens

Maybe it needs some permission? But I can't manually give them if app didn't want them

To Reproduce
Steps to reproduce the behavior:

Go to split tunneling import menu
Click on import -> replace site list
Choose file
Amnezia app open back
Nothing happens

Expected behavior
It should add list to an app

Smartphone
Huawei NOVA 5t
Model YAL-L21
OS ver EMUI 12.0.0
