Describe the bug
User is forced to disconnect from VPN before they can change settings.

To Reproduce
Steps to reproduce the behavior:

1. Connect to a VPN
2. Go to app-specific split tunneling
3. Unable to change without disconnecting from VPN

Expected behavior
Restart VPN behind the scenes when user applies settings, without bothering them

Screenshots
