Describe the bug
When using OpenVPN over Shadowsocks, it's currently not possible to properly create new users. Each time a new user is added, the same configuration file is generated (identical to the previous one). Additionally, new users are not visible in the “User” section of the interface.

To Reproduce
Steps to reproduce the behavior:

Go to the Amnezia VPN UI
Choose OpenVPN over Shadowsocks
Add a new user
Check the config — it's the same as before

Expected behavior
Each newly created user should have a unique configuration file.
All created users should appear in the "User" section for management.
It should be possible to view and copy the config for each existing user.
