on ubuntu:
sudo passwd root

Then check that root can actually log in using the SSH password:
sudo grep -E '^(PermitRootLogin|PasswordAuthentication)' /etc/ssh/sshd_config

If it's not yes, then quickly do it like this:
sudo cp /etc/ssh/sshd_config /etc/ssh/sshd_config.bak
sudo sed -i 's/^#?PermitRootLogin.*/PermitRootLogin yes/' /etc/ssh/sshd_config

grep -q '^PasswordAuthentication' /etc/ssh/sshd_config
&& sudo sed -i 's/^PasswordAuthentication.*/PasswordAuthentication yes/' /etc/ssh/sshd_config
|| echo 'PasswordAuthentication yes' | sudo tee -a /etc/ssh/sshd_config

sudo systemctl restart ssh

Test the login locally from another terminal:
ssh root@192.168.1.134
