This PR cherrypicks most of the major patch that was recently added to https://github.com/WireGuard/wireguard-go in May 2025

The two exceptions are github.com/amnezia-vpn/amneziawg-go@264889f0bb and github.com/amnezia-vpn/amneziawg-go@9e7529c3d2 which I chose to skip for simplicity. The upstream library adds an optimization to message encoding /decoding by eliminating binary.Write without making any changes to message formats in order to speed up the process of serialization / deserialization. These may be relatively straightforward to apply, but may involve re-validating message encoding related to amnezia headers.
