测试的时候遇到了 chain 的三个 target 的状态一直为 T1（SERVING） -> T2（SERVING）-> T3（SYNCING）。
T2 一直无法向 T3 同步数据，T3 一直无法恢复，也不会自动 offline。
看上去是 T2 上有个 chunk 的 chainVer < T3 上对应 chunk 的 chainVer。
