Fix the mismatch between priority and submit-ios*. in cqeSem function

In the semName function, the correspondence between prio and submit-ios* is as follows:
0 → submit-ios.ph
1 → submit-ios
others → submit-ios.pl

The cqeSem function should be consistent with the semName function.
