How does the Mgmtd service handle the split-brain issue in the absence of a Coordination Service (e.g. ZooKeeper or etcd)? The CRAQ protocol used here may have a fundamental limitation in addressing this scenario. Could you clarify how this is mitigated?

There's no split-brain since all write operations of mgmtd are wrapped as FoundationDB transactions.
