📄 Description

This PR adds DeepSeek Code Agent to the list — an open-source Web UI coding assistant for DeepSeek-V4.

Included:

docs/deepseek_code_agent.md and zh-CN version
Two screenshots (Web UI + Knowledge Base) in docs/assets/
README.md and README.zh-CN.md table entry at the end

Key highlights:

Lightweight Web UI client, no heavy IDE or terminal needed
One-click switch between DeepSeek-V4-Pro and V4-Flash during conversation
Transparent tool-call decisions shown in side panel
Built-in Knowledge Base for local file context injection
ACL file protection and conversation encryption

Fills the Web UI desktop agent gap in the current list.
