Summary

Adds bilingual installation, DeepSeek API configuration, reasoning-effort mapping, and first-run guidance for DeepSeekFathom. Also adds the tool to both README tables in alphabetical order.

The guide links to the published CLI v0.1.109 tag and Desktop v0.1.17 installer. The documented CLI commands and config fields were verified against the released source and local test suite.
