Add an integration guide for Qoder — an agentic coding product available as IDE, CLI, and JetBrains Plugin, with built-in DeepSeek models and custom-model (BYOK) support via DeepSeek API keys.

docs/qoder.md / docs/qoder.zh-CN.md: bilingual guide covering installation, configuration, and first run for all three forms (IDE / CLI / JetBrains Plugin).
README.md / README.zh-CN.md: table entry inserted in alphabetical order (between Pi and Qwen Code).
