📄 Description

Adds docs/bernstein.md and docs/bernstein.zh-CN.md plus the README rows (inserted alphabetically after AstrBot).

Bernstein is an Apache-2.0 governance layer that runs an agent CLI per task in isolated git worktrees with test gates and an offline-verifiable audit log. The guide covers:

  • DeepSeek API through an agent CLI (Claude Code example): ~/.claude/settings.json, deepseek-v4-pro[1m] / deepseek-v4-flash[1m], CLAUDE_CODE_EFFORT_LEVEL=max, then bernstein.yaml with effort: max (maps to --effort max).
  • Self-hosted DeepSeek V4 weights through the ollama adapter (Ollama / vLLM), including the residency guard that refuses non-private endpoints for these model names.

Model names, 1M context and max reasoning effort follow CONTRIBUTING.md. No pricing table included.
