This PR adds dsh-balance-plugin to the AI Agent frameworks section.

  • Repo: https://github.com/Francis-Xavier-code/dsh-balance-plugin (MIT)
  • What it is: a third-party DeepSeek Harness plugin that monitors DeepSeek API balance and tracks token usage.
  • Features: auto-reads the API key from DSH credentials (~/.dsh/.credentials.yaml), multi-account monitoring, low-balance alerts (CNY/USD thresholds), and a per-day/per-model usage dashboard.

It integrates directly with DeepSeek Harness, so it fits naturally under the agent-framework integrations. Updated both the English and Simplified-Chinese READMEs.
