A small web page for managing Heeler from any device (phone, Steam Deck, TV browser): approve pairing PINs, see and stop running sessions, list apps.

The control API is a Unix socket only (src/moonlight-server/api/), so this needs an HTTP front. Several endpoints can start containers (apps/add, docker/images/pull, runners/start), so:

Expose only a read-mostly subset (pair/pending, pair/client, sessions, sessions/stop, apps list), never the container-creating endpoints
Same trust model as the PIN page: trusted networks (HEALER_PIN_TRUSTED_NETS) or HEALER_PAIRING_KEY
Phone-first layout; it can grow out of rest/html/pin.html
