Summary

Adds a Fedora-based Docker image for Wolf alongside the existing Ubuntu one.

Builder stage: Unchanged — reuses the Ubuntu gstreamer image to compile wolf and gst-wayland-display (binaries are portable)
Runner stage: Switches to ghcr.io/games-on-whales/base-app:fedora with runtime deps via dnf
GStreamer installed from Fedora repos (gstreamer1-plugins-base/good/bad-free/ugly-free + gstreamer1-vaapi)
Custom gst-wayland-display plugin still built in builder stage and copied to runner
CI updated to build and push Fedora-tagged images with -fedora suffix
