What

Consolidate runtime configuration into config/default.toml, remove
oss_default.toml, and improve operator-facing configuration documentation.

Why

The duplicated configs could drift, while the canonical config had incomplete
and inconsistent explanations.

Includes configuration consolidation, documentation cleanup, and OSS test
migration. No API, protocol, or storage-format changes.

Design and behavior changes

OSS tests now load default.toml with test-specific environment overrides.
The shipped remote-block cache increases from 10 GiB to 100 GiB.

Public API or generated protocol: N/A
Configuration or defaults: oss_default.toml removed; remote-block cache is 100 GiB
Snapshot manifest, artifact layout, or storage format: N/A
