Triage: the 10-08 failures trace to #4401 removing the environ.h include from rdma_transport.cpp while leaving an Environ::Get() call behind under USE_CUDA (plus two old-API GetBool sites in real_client.cpp). Fix is already open in #4513 and its CI is green; once that merges, the affected legs should recover. My open PRs show a different pg-import failure in the 22.04 py312 wheel leg from 10-07, which predates this break; will re-run those after #4513 lands to confirm they clear.
