This one fails in CI setup, not in project code: the build jobs die at Failed to update package lists / Failed to install system packages (and a rustup fetch), before compiling anything. Same apt-mirror breakage class as what hit several PR checks today (#4723, #4739). A rerun once the package mirrors are healthy should clear it; nothing in the tree to fix.
