📄 Description

This PR resolves several build-time issues observed in certain environments and aligns the codebase with recent Mooncake API changes. Details are as follows.
Build fixes
• Resolved the “MPI::MPI not found” error on some EulerOS distributions.
• Detected symbol-loss issues in yalantinglibs when GCC 12.3.0 is installed. After reviewing yalantinglibs’ documentation, we added ’add_compile_options(-fno-tree-slp-vectorize)‘ when -O3 is enabled, which eliminates the problem.
• Added add_compile_options(-Wno-ignored-qualifiers) to suppress harmless warnings.
• Bundled and uploaded the missing dynamic libraries required by Ascend Transport.

Mooncake adaptation
• Updated the code to match the revised signature and behavior of submitTransferTask.

Future work
To detect regressions in Ascend Transport more quickly, we are investigating how to run an offline CI pipeline in our local environment.
