Bug Report

When the protocol is set as tcp, there is a small chance that the TcpTransport::install will fail with the following error:

[client.cpp:196] tcp_transport_install_failed error_message="bind: Address already in use"

The root cause is the following code:

int tcp_port = meta->localRpcMeta().rpc_port + 1;

Although the meta's rpc_port is set by findAvailableTcpPort, it does not indicate the rpc_port + 1 is also available.
